Motivational mechanisms of human capital development in agriculture as a factor for sustainable regional development under digitalization

Under the conditions of import substitution policy and ensuring the national food sovereignty, the task of increasing labor productivity in the agricultural sector becomes particularly significant. The purpose of this study is to substantiate theoretical provisions and develop practical recommendations for applying a motivational approach to the development of human capital in the agro-industrial sector as a factor of sustainable regional development, based on a systematization of international and domestic experience. Achieving this goal is impossible without creating an effective personnel motivation system that stimulates both intensive labor and innovative activity of agricultural workers. The study systematizes current approaches to human resource management in Russian agriculture, identifies and classifies the key motivational factors affecting labor productivity, innovative activity, and competitiveness of agricultural enterprises. Moreover, the analysis reveals regional disparities in the level of innovative development of Russia's agriculture. The structure of human capital is defined, comprising the components of individual abilities, motivation, leadership, organizational climate, and team effectiveness. The motivational mechanism of the influence of human capital on sustainable regional development is characterized through economic, social, innovative, and environmental approaches. Practical recommendations are formulated for building a comprehensive motivation system for workers in the agro-industrial sector aimed at increasing the sustainability of agriculture in Russian regions.
