Economic analysis of the role of Krasnodar Krai in the development of the fruit and berry market in Russia

Abstract

The Krasnodar Krai acts as the primary driver of the fruit and berry market in Russia, accounting for 54% of the total increase in gross fruit and berry harvest while comprising only 9.4% of the country’s fruit-bearing area. In this context, a comprehensive assessment of market conditions and structural imbalances in the fruit and berry market, as well as the role and potential of this key agricultural region in ensuring food security and social accessibility of fruit products, is a highly relevant issue. This study aims to assess the current state of the fruit and berry market in Russia and the role of its key agricultural region (Krasnodar Krai) in ensuring food security and social accessibility of these products. The empirical basis consists of official statistics for the period 2020–2024. The methodology employs comparative, structural, and dynamic analysis at the national (Russia), macro-regional (Southern Federal District), and regional (Krasnodar Krai) levels. The findings indicate a shift toward an intensive production model: gross harvest growth is achieved through higher yields despite a reduction in cultivated area. An unrealized consumer potential of 5.4 million tons is identified, representing 38.7% of the medically recommended consumption norm. Socioeconomic stratification of consumption is revealed: the consumption level in low-income groups is 2.8 times lower than that of high-income households (40.6 kg per capita per year vs. 112.4 kg), and remains significantly below medical norms. The study concludes that a dual structural imbalance exists—first, between production volumes and population needs, and second, between potential and effective demand. Directions for overcoming these disparities are substantiated, including the development of storage infrastructure, diversification of production in favor of stone fruits and berries, and the expansion of product offerings in the low-price segment. The proposed measures would enable Krasnodar Krai to resolve intra-industry imbalances and transition to sustainable development.
