Amid restrictions on outbound tourism, the study of state strategic planning mechanisms for domestic tourism development and the effectiveness of implemented measures has become particularly relevant.<br /><strong>Aim. </strong>To examine the features of state strategic planning and regulation in the tourism market, identify key industry trends, and assess the efficacy of policy measures.<br /><strong>Materials and methods. </strong>The study of state regulation in the tourism services market was conducted using dynamic comparison, systematic analysis, and statistical methods. The research draws on data from the Russian federal budget execution reports, Rosstat (Federal State Statistics Service), and the United Nations World Tourism Organization.<br /><strong>Results. </strong>The study confirms the growing economic significance of the tourism sector in Russia, evidenced by its increasing share in the country's GDP. Key areas of state support for the tourism market were identified through dynamic industry analysis. Retrospective development trends and influencing factors were also determined.<br /><strong>Conclusions. </strong>The findings demonstrate the effectiveness of state policy in tourism market development and highlight prospects for further stimulation to strengthen the non-resource-based sector of the economy within the GDP structure, as well as to expand the share of citizens with access to tourist travel. However, the lack of systematic theoretical and methodological frameworks for managing educational networks in this context creates a scientific gap and a practical need for the development of corresponding strategic mechanisms.<br /><strong>Aim.</strong> To determine the procedure for formulating and implementing strategies for managing educational networks, taking into account the specifics of the digital environment.<br /><strong>Materials and methods.</strong> The methods of theoretical analysis and content analysis were applied, enabling the formulation of recommendations for improving the management mechanisms of educational institutions in the context of accelerated digitalization.<br /><strong>Results.</strong> Effective strategies for managing educational networks have been identified, ensuring high-quality digital transformation and the creation of an innovative educational space capable of responding to the challenges of modern digital society. A set of measures has been formulated, including the development of national educational data platforms, the introduction of digital literacy standards, training in risk management, and the expansion of network collaboration with business communities and scientific organizations.<br /><strong>Conclusions.</strong> It has been established that successful digital transformation of educational networks requires a systemic approach combining strategic modernization, the development of digital infrastructures, and the enhancement of competencies among participants in the educational process. Post-harvest losses (PHL) are a major constraint for smallholder vegetable farmers, reducing income, food availability, and household resilience. Understanding the extent and determinants of these losses is vital for designing effective interventions.<br /><strong>Aim</strong>. To analyze the demographic, socioeconomic, cultural, and institutional factors influencing post-harvest economic losses in the vegetable value chain of the Oromia region, Ethiopia.<br /><strong>Materials and methods. </strong>Primary data were collected using KoboCollect from 359 randomly selected vegetable-producing households using a semi-structured questionnaire administered through face-to-face interviews. Data were analyzed using descriptive statistics (mean, standard deviation, and frequency) in SPSS version 24.0, and a Multiple Linear Regression Model was applied to identify factors influencing post-harvest losses.<br /><strong>Results. </strong>Households cultivated an average of 0.475 hectares of land, with vegetables contributing 70.95% of total income and livestock 26.17%. Tomato, kale, and papaya recorded post-harvest losses of 11.84%, 8.62%, and 13.81% at producer level, respectively. Regression results identified yield, cultivated area, production experience, age, weather, transport, labor, and education as significant determinants of PHL.<br /><strong>Conclusions. </strong>Post-harvest losses significantly undermine the livelihoods of smallholder vegetable farmers. The findings highlight the need for training, affordable storage facilities, integrated pest management, and strategic investments in infrastructure, irrigation, and marketing. Managing complex systems requires deep methodological research into all phases of system development, the relationships between its elements, and emerging contradictions, especially considering its multi-stakeholder nature. There is a need to study multi-stakeholder management of complex natural-social-economic objects—agrarian-territorial systems (ATS)—with the identification of their key subsystems: agricultural natural, agricultural production, agricultural economic, and social.<br /><strong>Aim</strong>. To examine ATS, on the one hand, as a unified natural-social-economic object within administratively defined boundaries and, on the other hand, through a systemic perception of its key subsystems, considering their emergent, goal-oriented, and functionally diverse nature, as well as the need to ensure their interconnected, consistent, and purposeful development.<br /><strong>Materials and methods</strong>. The study was based on systemic methodology in its structural-logical embodiment through the lens of the systemic sequence "goal-functions-structure-behavior-result." The construction of the management mechanism is grounded in research by scholars, including theoretical, analytical, and applied work on ATS and its subsystems, as well as systemic management.<br /><strong>Results</strong>. A general scheme of a multi-stakeholder management mechanism for the system and its components has been developed, aligning with the specified systemic sequence. To ensure informational, analytical, and coordination support for management entities within rural territories, the mechanism includes an evaluation block, multiplier, and communication integrator, with justification for their roles, places, and functions.<br /><strong>Conclusions</strong>. In the context of Russia's transforming economy and the tightening of its monetary policy, identifying effective financing mechanisms for investment activity in the agricultural sector (AS) is of particular relevance. Credit financing, especially through state-subsidized soft loan programs, has become a key instrument for ensuring the reproductive processes within the AS. This necessitates a thorough study of its impact on corporate investment activity.<br /><strong>Aim</strong>. To investigate the challenges of credit financing in the AS and its impact on the reproduction of investment activity in the sector of the Stavropol Krai, Russia.<br /><strong>Materials and methods</strong>. The research is based on the accounting records of 60 agricultural enterprises in the Stavropol Krai, selected using a ranking method that considered industry-specific indicators to form a representative sample with a normal distribution. The study was conducted from a process approach perspective, employing methods of mathematical statistics for data analysis.<br /><strong>Results</strong>. The study identifies a correlation between various types of banking products and their role as investment factors in the AS of the Stavropol Krai. The findings indicate that credit products—particularly subsidized lending—and leasing are the most significant drivers. In contrast, ancillary services (e.g., facilitation of foreign economic activity, legal support) play a secondary role.<br /><strong>Conclusions</strong>. Credit financing remains a key element of the investment process in the region's AS, facilitated by the adaptation of banking products. This includes the development of state-supported soft loan programs. The results of this research can be utilized to develop algorithms for assessing the effectiveness of investment activities and for formulating credit policies aimed at the sustainable development of the AS.</p> <p><strong><em>To cite:</em></strong> Efendiev I.A. Currently, these zones require new approaches to real estate management. As of 2024, up to 30% of land within SEZ boundaries remains undeveloped due to bureaucratic barriers and insufficient infrastructure. This necessitates a comprehensive program of scientific and practical research into the management of these territories.<br /><strong>Aim.</strong> To investigate the problems associated with the use of land resources within the boundaries of SEZs in Russia and to identify potential approaches for bringing the existing undeveloped territories within SEZs into active economic circulation.<br /><strong>Materials and methods.</strong> The study utilized data from the reporting of the Russian Ministry of Economic Development on the performance of SEZs since the start of their operations. A comparison was conducted between the data on the area of land plots provided for lease and/or owned by residents and other investors, and the volumes of revenue from the sale of goods and services, the number of jobs utility infrastructure in the SEZs.<br /><strong>Results.</strong> Based on an analysis of the establishment stages, regulatory framework, and goal-setting of SEZs, they were grouped by their field of activity; types of projects were identified with a rationale for their implementation. A correlation was made between a quantitative assessment of available land resources and the socio-economic indicators of SEZ performance. This allowed to estimate the presence of significant areas of vacant land, primarily within SEZs of the tourist-recreational type. Using the example of this type in the Kabardino-Balkarian Republic, proposals are presented for expanding the usable area available for lease and/or ownership by residents and other investors.<br /><strong>Conclusions.</strong> This study highlights the need to optimize the management of land resources within SEZs, particularly those of the tourist-recreational type. In the current geopolitical situation, Vietnam is becoming an important partner for Russia in the field of tourism, which opens up new horizons for the development of bilateral tourist exchange. In 2024, approximately 232,300 Russians visited Vietnam, while only 4.7 thousand people came from Russia to Vietnam. However, the potential of outbound tourism from Vietnam to Russia remains largely untapped due to a lack of understanding of the preferences of young Vietnamese tourists. <br /><strong>Aim.</strong> To analyze tourist preferences of Vietnamese youth, identification of obstacles to choosing Russia as a destination and development of recommendations to increase the attractiveness of Russian regions for this audience. <br /><strong>Materials and methods</strong>. The study used sociological surveys among Vietnamese youth (18–29 years old), in-depth interviews with experts, content analysis of social networks, comparative analysis of the cost and time of flights, and a systemic analysis of existing tourism programs. <br /><strong>Results.</strong> The study showed that Vietnamese youth highly value travel as a way to gain impressions, giving preference to accessible destinations that allow them to see unique landscapes and gain cultural experience. Despite the low awareness of youth tours to Russia, interest in authentic experiences remains high. The main obstacle is limited information and the lack of specialized tours for youth. <br /><strong>Conclusions.</strong> To attract young people, it is necessary to develop tours that take into account the characteristics of Vietnamese youth and their preferences in the program of stay, as well as their active promotion through social networks.</p> <p><strong><em>To cite:</em></strong> Tran H.A., Vu Z.C., Galenko E.V.
