Abstract

Introduction. In recent years, the tourism market in Russia has been gaining increasing importance, not only in terms of ensuring citizens' right to leisure but also as a significant source of value-added generation for the national economy. Amid restrictions on outbound tourism, the study of state strategic planning mechanisms for domestic tourism development and the effectiveness of implemented measures has become particularly relevant.
Aim. To examine the features of state strategic planning and regulation in the tourism market, identify key industry trends, and assess the efficacy of policy measures.
Materials and methods. The study of state regulation in the tourism services market was conducted using dynamic comparison, systematic analysis, and statistical methods. The research draws on data from the Russian federal budget execution reports, Rosstat (Federal State Statistics Service), and the United Nations World Tourism Organization.
Results. The study confirms the growing economic significance of the tourism sector in Russia, evidenced by its increasing share in the country's GDP. Key areas of state support for the tourism market were identified through dynamic industry analysis. Retrospective development trends and influencing factors were also determined.
Conclusions. The findings demonstrate the effectiveness of state policy in tourism market development and highlight prospects for further stimulation to strengthen the non-resource-based sector of the economy within the GDP structure, as well as to expand the share of citizens with access to tourist travel. The identified patterns and recommendations can be utilized by government authorities in updating strategic planning documents.
